Regular Meeting Notes 6-19-24

During the committee meeting report, Parish Administrator Butch Ford recommended that the Police Jury consider assisting Cypress Black Bayou Park with repairing the parking lot at its boat launch on Parks Road.

Jury President Philip Rodgers stated that helping local entities is something the jury has always participated in. “The Police Jury is pleased to help whenever possible, especially our local agencies like our fire department and parks.” By helping, we ensure they get quality work, and if any problems arise, we can always go back and help repair if any issues occur.”

Ford stated that the expected cost to repair the lot would be $10,000, covering materials and labor, for which Cypress Black Bayou Park will reimburse the Jury.

Mr. Bob Brotherton, District 1 Police Juror, commented on attending the ribbon cutting ceremony at the Bossier Fire District #2 on Tuesday, June 18, for the commissioning of two new fire trucks recently placed into service for the district.

The new trucks are the latest additions to the fleet of fire and rescue vehicles for the six stations in the district. One of the newly acquired fire trucks replaces a fire engine that has been in service for over 25 years.

Mr. Brotherton said he was pleased with the purchase of the new fire engines and the benefits they will add to the parish. “I was very impressed with the new trucks, and I believe they will go a long way to help keep the parish safe.”

Voters in South Bossier approved a 3.5-mill tax increase to update their department’s aging equipment in 2022.

In other business jurors:

  • Approved the proposed development of 5.046 acres of land for the Lake Road Subdivision.
  • Approved the proposed development of 7.156 acres of land for White Oak Manor, being a re-subdivision of White Oak Unit No. 2.
  • Approved the recommendation by the Benton MPC of the application of Keith Christy for a zoning amendment to change the zoning classification of 9.905 acres of land from R-A, Residence-Agriculture District, to B-1, Transition Business District, for future commercial purposes.
  • Approved the recommendation by the Benton MPC of the application of Jill Souter for Alison Extraction for 1 acre of land.
  • Adopted an ordinance to amend Ordinance No. 3295 to decrease the speed limit on Mayflower Road from 30 to 25 miles per hour for commercial trucks only.
  • Scheduled a public hearing on July 24, 2024, to consider the approval of 15.907 acres of land for the proposed development of Ace Acres, Unit No. 2, being a re-subdivision of Lot No. 1, Ace Acres Unit 1A Subdivision.
  • Scheduled a public hearing on July 24, 2024, to consider approval of the application of Michael Kelsch, Raley, and Associates, Inc., for 54.128 acres of land for preliminary plat approval of Chene Rouge Subdivision, Unit No. 1.
  • Scheduled a public hearing on July 24, 2024, to approve 5.50 acres of land for the proposed development of Cattleman's Trail Estates.
  • Scheduled a public hearing on July 24, 2024, for the approval of the application of Dan Graff, Cothren Graff Smoak Engineering, Inc., to re-zone 3.56 acres of land from R-A, Residence­ Agricultural District, to B-1, Business, Commercial Office for a proposed office park in Haughton.
  • Scheduled a public hearing on July 24, 2024, for the approval of the application of Dan Graff, Cothren Graff Smoak Engineering, Inc., to re-zone 27.53 acres of land from Residence-Agricultural District to B-3, General Business District, for a proposed office/warehouse, self-storage, C-Store.
  • Scheduled a public hearing on July 24, 2024, for the approval of the application of Eda Rodriguez for a Conditional Use Approval for the sale of high and low-content alcohol for off-premises consumption at a grocery store with a deli, El Novillo Carniceria, located at 2000 Hwy 80, Suites 108-112, Haughton.
  • Scheduled a public hearing on July 24, 2024, for the approval of the application of Donald Barker, Mohr, and Associates for 12.585 acres of land for the preliminary plat approval of Edgewater Pass Unit No. 2.
  • Scheduled a public hearing on July 24, 2024, for the approval of the application of Andrew Craig, Mohr, and Associates for 5.028 acres of land for the Willow Chute Commercial Subdivision Unit No. 6 to be re-subdivision of a portion of Lot 1 of Willow Chute Commercial Subdivision Unit No. 2.
  • Passed a motion to extend the consideration to condemn the property at 1301 Gray Lake Drive in Princeton until July 3, 2024, giving the owner time to clean up the property.
  • Passed a motion to extend the consideration to condemn the property at 1436 Brad Street in Benton until July 3, 2024, giving the owner time to clean up the property.
  • Passed a motion to extend the consideration to condemn the property at 1445 Brad Street in Benton until July 3, 2024, giving the owner time to clean up the property.
  • Passed a motion to extend the consideration to condemn the property at 1050 Chandler Road in Haughton for 30 days, giving the owner time to clean up the property.
  • Approved the reappointment of Ms. Annie Green to the Haughton MPC Board for a four-year term, term to expire July 15, 2028.
  • Approved the reappointment of Mr. Eric Miles to the Haughton MPC Board of Adjustment for a four-year term, term to expire July 15, 2028.
  • Approved Change Order No. 1, Project No. 2023-123, Rehabilitation of Wastewater Collection System Manholes at no additional costs to the Police Jury.
  • Tabled a vote to accept the recommendation of the Commercial Vehicle Enforcement Unit Board of Appeals on June 5, 2024, until July 3, 2024, in the matter of Real Spiffy, LLC, Report No. 3298, issued on February 15, 2024.
